Tick Tock Clock - Get a Hand

We need the parts to be moving, so we go in when the hand was on 3. There is no way to make this work without the parts moving. We go past the blocks forming stairs and wait on the grate. It may not be there at first, but a clock hand will come sweeping through on the grate. It's not moving that fast, so we can easily get on the hand. It slowly rotates around the clock to an alcove on the other side of the clock. It's a good idea to stay near the hand's arrow to avoid an Amp. The Star is in the alcove.

We need the parts to be moving because we need the hand to be moving. We go past the blocks forming stairs to reach the grate where the clock hand will be. We step on the hand and wait for it to reach the alcove. I stood on the arrow, but was shocked by the Amp. I reached the alcove and got the Star.
