You need to trip the switch and activate the red blocks in the level. I went through the red pipe at the top which is now accessible. The 2nd Star Coin is over some ice blocks with a red Koopa. The 3rd Star Coin is between 4 red Parakoopas. You can either jump or use a propeller to get it. Exit through the yellow pipe at the top to get to the red goal.
