We need Hoo's help to get this Star. We chased him out of the tree and took flight. Just before you reach the floating isles with the Red Coins, there is a floating island with the Star, surrounded by a cage. Because it appears so soon, it was hard to time the drop, so I missed it three times. On my fourth try, I timed it correctly and landed on the island. You can also wait a while until Hoo descends to get a better grasp on your location, but by that point, you may be too low to reach it. As long as you land on the fortress, you can keep trying without having to exit the level.

We chase Hoo out of the tree and take flight. Soon, we land without a problem on the caged island, which is fenced in and has a domed cage over the Star, so it's easy to fall off of if we don't time the drop well. We walk into the cage and get the Star (there's an opening for us to go through.)
